1、Recruitment plan and scope

2、Recruitment methods and procedures
(1)Online registration
Registration is conducted through online registration and initial online review,with each person limited to one position.
1.Registration time and method
Registration time:From the date of publication of the brochure to 16:00 on January 19,2024
Registration method:Download and fill out the"2023 Yantai Municipal Health Commission Affiliated Public Institutions Recruitment of High Level Urgent and Shortage Talents Registration Form"(Attachment 2,hereinafter referred to as the"Registration Form")and send it to the email address(zyyrsk7032 163.com).The email name is"Application Position+Graduation College+Name+Education"("Application Position"should be filled in according to the standardized name specified in the Job Requirements Form).Online registration without sending the registration form and using other forms of materials for registration is invalid.Within two working days after the email is sent,applicants can proactively contact Yantai Traditional Chinese Medicine Hospital(contact number:0535-6597032)to confirm whether the registration email has been checked.The photo of the registration form must be a recent one inch bareheaded front photo of the applicant,and ensure that it is clear and distinguishable.Late registration online will not be accepted.
2.Online preliminary review
Before 17:00 on January 24,2024,conduct a preliminary review of the registration information submitted by all applicants and provide feedback on the preliminary review results to the applicants via email;Applicants who meet the qualifications for application and meet the application requirements shall not be refused registration;For personnel who do not meet the application requirements but have not passed the initial review,reasons should be explained;If the submitted information is incomplete,indicate the missing content and inform the applicant to supplement it.
During the online registration period,Yantai Traditional Chinese Medicine Hospital arranged for a dedicated person to answer consultation calls and provide consultation services.Applicants can submit their application information online and check the preliminary qualification review results through email.Applicants who have objections to the preliminary review results must report to Yantai Traditional Chinese Medicine Hospital(contact number:0535-6597032)before 5:00 pm on January 25,2024.Failure to report within the prescribed time limit will be deemed as no objection to the preliminary review results.
Applicants should closely monitor their email and maintain smooth communication during the application period.If they are unable to obtain relevant information due to personal reasons and affect the application,the responsibility shall be borne by the candidates themselves.
(2)On site registration
Candidates who have not registered online can also register directly at the on-site qualification review and undergo on-site qualification review at the same time.
(3)Qualification review
The qualification review of applicants runs through the entire recruitment process,and the online preliminary review results are not used as the final basis for determining eligibility for the application.Any personnel found to have passed the qualification review in subsequent work who do not meet the application qualifications or engage in fraudulent activities shall have their examination and employment qualifications immediately cancelled upon verification.

The on-site qualification review must be conducted in person within the designated time and cannot be replaced by others.The on-site qualification review requires the submission of an ID card,a complete"Application Form",a signed"Integrity Commitment Letter for Applicants in Public Institutions"(Attachment 3),two recent 1-inch bareheaded front photos with the same background,and relevant proof materials(both original and copy are required).The relevant proof materials include:
Full time graduates from ordinary universities in 2024 are required to submit their ID card,the employment recommendation form issued by the school(or the academic degree certificate issued by the relevant department of the school or the online verification report of the Ministry of Education's student status).Graduates who have already been employed or signed an employment agreement must also provide a letter of consent or termination from the signing unit.
Graduates who have not been dispatched must submit their academic certificates,corresponding degree certificates,and ID cards.Unemployed individuals are required to submit an employment and entrepreneurship certificate or a written commitment letter from individuals who are unemployed.
Other applicants must submit the required educational certificates,corresponding degree certificates,and ID cards for the recruitment position A letter of consent to apply issued by a department or unit with personnel management authority(in the form of Annex 4).If collective personnel agency or labor dispatch is implemented,both the employer and the personnel agency or labor dispatch agency must affix their seals;if individual personnel agency is implemented,the personnel agency must affix their seals;if public primary and secondary school teachers apply,they must affix their seals to their unit and the education administrative department at or above the county level.Overseas returnees studying abroad must provide a certificate of education and degree certification from outside the country.If overseas returnees who graduated in 2024 have not obtained a certificate of education and degree certification from outside the country,they must provide a personal written commitment to obtain the certificate of education and degree certification from outside the country on time;If a person has obtained a foreign academic degree certificate but has not obtained a foreign academic degree certification,they must provide the foreign academic degree certificate,translation materials issued by a qualified translation agency,and a written commitment from an individual who can obtain the foreign academic degree certification on time.Individuals who have a work unit at the time of application but have already terminated their labor contract or employment agreement can provide a letter of consent from the personnel file storage institution with a seal,as well as proof of termination of labor contract or employment agreement issued by a department or unit with personnel management authority.Unemployed individuals are required to submit a written commitment letter stating that they are unemployed.
If there are other requirements for the recruitment position,other relevant materials must be submitted according to the requirements,such as a physician's practice certificate,professional technical qualification certificate,etc.
If the materials submitted during the on-site qualification review are incomplete,they must be submitted before 17:00 on the third working day after the on-site qualification review.The unit's consent letter for application must be provided in the format of Annex 4.If it cannot be provided during the on-site qualification review due to reasons,it can also be provided before 17:00 on the 20th working day after the interview.Those who fail to meet the application requirements after examination will have their interview qualifications cancelled.Failure to submit relevant materials and certificates within the prescribed time shall be deemed as waiver.
The on-site qualification review is organized by the hospital.In case of any inconsistency between the on-site qualification review and the online preliminary review results,the on-site qualification review results shall prevail.
(4)Exams
The recruitment exam is conducted through an interview method,and the interview scores are calculated on a percentage basis,rounded to two decimal places and rounded to the nearest two digits.The list of personnel who have passed the on-site qualification review and the specific interview time and arrangement will be announced on the official website of Yantai Traditional Chinese Medicine Hospital.If there are a large number of people who have passed the on-site qualification review for the position,an initial examination section can be added,and the initial examination score will not be included in the interview score.
The interview will be conducted through professional testing,structured interviews,and other methods.The interview mainly assesses the candidate's professional ethics,professional knowledge,and professional abilities.The interview results will be announced after the end of this interview,and the exam interview results will be the total exam score.To ensure the quality of personnel,the passing score for the interview is 60 points,and those who score less than 60 points will not be hired.After the interview,the list of personnel entering the examination scope will be determined by the hospital in a 1:1.5 ratio from high to low scores for each position.If the interview scores for the same position are the same and affect the employment,the organization will organize experts to re question and interview the personnel with the same scores,and determine them as those who enter the scope of examination based on the re interview scores.The list of personnel entering the inspection scope will be announced on the official website of Yantai Traditional Chinese Medicine Hospital.
If there is no competition after the recruitment position registration is completed,the recruitment can be directly evaluated.After the interview,the hospital can issue another recruitment announcement for the vacant position.
3、Inspection and physical examination
After the personnel entering the scope of investigation are determined,the candidates will be evaluated and undergo physical examinations in order of equal numbers,from high to low,according to the planned number of recruits.
The inspection work is organized by the hospital.The hospital has established an inspection team,each consisting of two or more staff members,specifically responsible for the inspection work.According to the standard of having both moral integrity and talent,and in accordance with the requirements of the recruitment position,comprehensively understand the political ideology,moral qualities,ability qualities,learning and work performance,compliance with laws and regulations,integrity and self-discipline,and whether avoidance is necessary of the subject,and conduct a qualification review of the subject.The performance of the subject during the application period will be an important aspect of the assessment.The qualification review of applicants runs through the entire recruitment process.If they fail the inspection or are found to have engaged in fraudulent activities that violate the provisions of this recruitment brochure during the application process,they will not be hired or their employment will be cancelled.If the applicant provides false materials,conceals the truth or engages in other behaviors that hinder the investigation work during the investigation process,which interfere with or affect the objective and impartial conclusion of the investigation unit,they will be given the punishment of not being hired;If the circumstances are serious and the impact is severe,their disciplinary violations will be recorded in the integrity archive of public recruitment applicants in public institutions,with a record period of five years.The inspection team should objectively and impartially evaluate the subject matter and write written inspection opinions.The inspection shall be implemented in accordance with the"Shandong Province Civil Servant Recruitment Inspection Measures(Trial)".If there are other regulations on the inspection standards for recruitment positions by the state,they shall be followed.According to the"Opinions on Further Strictly Managing Cadre Archives"(Lu Zu Fa[2017]No.2)issued by the Organization Department of the Shandong Provincial Party Committee,hospitals and inspection teams must strictly review and control the archives of the inspected objects.Any problems found in the archives must be carefully investigated.If the problems are not identified and properly handled,employment procedures cannot be processed.
The hospital is responsible for organizing qualified personnel to undergo physical examinations.The physical examination should be conducted in comprehensive hospitals at or above the county level.The examination standards and items should refer to the Notice on Revising the General Standards for Physical Examination of Civil Servants(Trial)and the Operating Manual for Physical Examination of Civil Servants(Trial)(Ministry of Human Resources and Social Security[2016]No.140)and other relevant contents of the Civil Servant Recruitment Examination Standards and Operating Manual.If there are other national regulations,they shall be followed.The medical examination fees shall be borne by the applicants,and those who enjoy the exemption of examination fees shall be borne by the hospital.After all physical examination items are checked,if the attending physician believes that further examination is necessary to make a judgment,the applicant should obey the arrangement of the attending physician and undergo further examination.Applicants or employers who have objections to the medical examination results(excluding on-site re examination items on the same day)can submit a written application to the recruitment department within 7 days of receiving the medical examination conclusion,and the recruitment department will organize re examination.The re examination will not be conducted in the original medical examination hospital,and the re examination items will be determined by the re examination medical institution.The medical examination results will be based on the re examination conclusion,and the re examination cost will be borne by the party applying for re examination.Re inspection can only be conducted once.Applicants who fail to participate in the physical examination or re examination at the designated time without obtaining the consent of the medical examination organization shall be deemed to have waived their right.Applicants who do not comply with the medical examination arrangements of the attending physician,or engage in fraud or conceal diseases or medical histories that affect employment during the examination process will be given the punishment of not being hired.Those who engage in serious violations of discipline and regulations such as inviting others to replace them for physical examinations,exchanging or replacing laboratory samples,will be given the punishment of not being hired,and their violations will be recorded in the integrity archives of public recruitment applicants in public institutions,with a record period of five years.
4、Publicity and Employment
Personnel who have passed the inspection and physical examination shall be publicly displayed on the website of the Yantai Municipal Health Commission for a period of 7 working days.If there are no issues or issues reported during the public notice period that do not affect employment,the hospital shall handle the employment procedures.If there are issues with the feedback,but it is difficult to verify at the moment,the employment will be temporarily suspended until it is verified and a conclusion is made before deciding whether to hire.Those who fail the inspection or physical examination,or have issues reported during the public notice period that affect their employment and verification,will have their employment qualifications revoked.Vacancies caused by the cancellation of employment qualifications or abstention of intended employees after public announcement will no longer be filled.
To handle the employment procedures,the hospital shall fill out the"Summary Table of Personnel Employed by Public Institutions"and the"Registration Form of Personnel Employed by Public Institutions",and submit them to the recruitment authority for filing according to personnel management authority.The filing and entry procedures can only be carried out after obtaining the required academic and degree certificates for the position,as well as the certification of overseas academic qualifications.For those who meet the employment conditions,the recruitment authority shall issue a Notice of Recruitment for Public Institutions.The intended personnel shall handle the relevant transfer and dispatch procedures with the Notice of Recruitment for Public Institutions,and the hospital shall sign an employment contract with the hired personnel in accordance with regulations.If the applicant fails to report within the prescribed time,it shall be deemed as a waiver.
The hired personnel shall implement a probationary period system in accordance with regulations,and those who fail the probationary period shall have their employment contract terminated.According to the relevant policies and regulations of the Office of the Shandong Provincial Organization Committee,new personnel entering public hospitals and vocational colleges are within the control of the total number of personnel.
